HOW UMP IS SET
Governor decree, set annually.
Indonesia's minimum wage is set province-by-province by gubernatorial decree (Keputusan Gubernur) under Government Regulation PP 51/2023. The decree is issued no later than 21 November and takes effect on 1 January.
The annual increase is calculated from three inputs: inflation, provincial economic growth (PDRB), and a labor-index adjustment (α). The formula is:
UMPnew = UMPold + (UMPold × (inflation + PDRB × α))
City and regency minimums (UMK) are set separately by mayors and regents — and must be higher than the provincial UMP. Sectoral minimums (UMSK) can apply in specific industries within a province.
UMP is the legal floor for workers with less than 1 year of service. Workers above 1 year are paid per the company's internal salary structure (Struktur dan Skala Upah), which must still be at or above UMP.

Frequently asked questions
What's the difference between UMP, UMK, and UMR?
UMP (Upah Minimum Provinsi) is the provincial minimum wage, set by the governor. UMK (Upah Minimum Kabupaten/Kota) is the city/regency minimum, set by the regent/mayor — it must be higher than UMP. UMR is the old term (pre-2000); both UMP and UMK replaced it. In practice, 'UMK 2026' is shorthand for both UMP and UMK figures.
When is UMP 2026 announced?
Each provincial governor issues a decree (Keputusan Gubernur) typically between mid-November and 21 November of the prior year. UMK (city level) decrees follow shortly after, by 30 November. By 1 January the new figures take effect for payroll.
How is UMP increased each year?
Since PP 51/2023, increases are calculated from inflation, economic growth (PDB), and a labor-index adjustment (α). The formula targets a balance between worker welfare and competitiveness. In practice, recent years have averaged 5–7% national increases, with regional variation.
What happens if we pay below UMP?
Per Article 185 of UU 13/2003 (still applicable post-Cipta Kerja), paying below UMP is a criminal offense punishable by 1–4 years in prison or IDR 100M–400M fine. The minimum wage applies to workers with less than 1 year of service; above 1 year, internal salary structure rules apply.
Does UMP apply to part-time, contract, or daily workers?
Yes. UMP is the floor for all workers regardless of contract type (PKWT/PKWTT). Daily workers are paid pro-rata based on the monthly UMP divided by working days (typically UMP ÷ 25 or ÷ 21). Hourly workers are calculated from UMP ÷ 173.
